CCM Take On Inflation In Tanzania: Some Comments

The National Executive Committee (NEC) of the ruling party Chama Cha Mapinduzi (CCM) has issued a statement on the high inflation rate in Tanzania. Among other places, the NEC take on inflation have been reported in The Citizen on Wednesday. Generally, the ruling party directed the government - whose President is the party’s chairman - to undertake several actions to reduce inflation. April 2012 inflation stands at 18.7 per cent after marginally dropping from 19 per cent in March 2012. Some of the directives given to the government by NEC are commented on in this article.
Inflation-CCM popularity nexus
The NEC correctly diagnosed the direct and negative relationship between inflation and CCM popularity. Even without using the rather complicated scientific techniques as those in econometric branch of economics, it is clear that the higher the inflation rate the lower the CCM popularity. Inter alia (among other things) this is because in one of its slogans CCM government had promised good life for every Tanzanian.
By and large, good life is a function of cost of living. When cost of living as measured by inflation goes up then good life as measured by the quantity and quality of goods and services consumed becomes a distant dream. Therefore CCM’s NEC is correct in linking the party’s declining popularity to inflation.
However, inflation is just one of the many variables in the complicated non-linear equation of the determinants of the party’s popularity.
Fiscal measures
CCM directed the government to review income tax and VAT imposed on important food items like sugar. While this fiscal measure of reducing inflation is good, the core issue is addressing fundamentals that trigger high food prices. Tax is a cost driver component that becomes relevant when goods and services have been produced. Therefore there is a need to reduce production costs that will stimulate more production.
Subsidized agricultural inputs
NEC’s directive to the government to make sure that the subsidized agricultural inputs are benefiting majority of farmers is very relevant. The author of this article is accomplishing a research on issues related to smallholder farmers. Voices from the field indicate clearly that the subsidized agricultural inputs system (voucher system) is problematic and needs to be fixed. Inter alia, the inputs (seeds and fertilizer) have at times reached few targeted beneficiary too late, in inadequate quantity and at times at adulterated quality. In one researched village, it is less that 50 per cent of farmers who got the subsidized inputs in the 2011/12 season. The inputs are provided as one voucher per household even when that household has over one independent farmer. It is provided for just one acre of land even when the farmer is cultivating well over one acre of land.
The most troubling voices from the field in regards to subsidized inputs are delayed payment of agricultural inputs suppliers by the government. Some respondents indicated that they have not been paid up to billions of shillings after supplying the inputs in the 2011/12 season. They clearly indicated that they will not tender for supplying subsidized inputs this year because of the outstanding payments. Should this happen, food output will decline in the 2012/13 season thereby hiking inflation.
National Food Reserve System
NEC directed the government to improve the National Food Reserve System and warehouses. Whereas it is good to have food reserves and food warehouses, these are not the core and priority measures in addressing inflation due to food in Tanzania. Without adequate food production, the food warehouses will store nothing. By and large, the core problem that needs to be fixed in Tanzania’s food production is to increase production and productivity. Allocating more funds to build storage facilities and procure food for the national reserve is a lesser priority compared to enhancing food production and productivity.
Large scale farming
NEC’s directive for the government to increase its capacity in large scale farming especially through SAGCOT is somehow wrong. Most of large scale farming is likely to be for commercial/cash crops. Good as it is, large scale farming is likely to turn some of the agricultural labour that is currently producing food into casual labourers in commercial farms/plantations. If no proper balance is maintained, this poses a danger of reduced food production for domestic consumption. It has been argued that about 70 to 80 per cent of food production in Tanzania is done by smallholder farmers in general and women in particular.
If there is a group that needs support in the bid to increase food production to reduce inflation in Tanzania then it is the smallholder farmer rather than the large scale one. Among other things, the emerging trend for some large scale food producers is food production for export and production of food crops for biofuel. This implies that domestic production may increase but not necessarily contributing to more food availability in the local markets. By extension, this implies that food prices may not necessarily decline as a result of more large scale food production.
Missing structural issues
Whereas the CCM’s NEC move on taming inflation is commendable despite of the identified shortfalls above, it totally missed some of the key drivers, movers and shakers of inflation in Tanzania. Nothing was said on electricity which is among the major structural issues that define, move and shake inflation in Tanzania. At 24.9 per cent in April, energy inflation that is largely associated with unstable availability and rather high tariff is among the major variables in inflation equation that should not have been missed by CCM.
Another key structural issue driving inflation that was left out by the ruling party’s NEC is agricultural infrastructure in its broadest sense. This captures especially rural and feeder roads and bridges that transport farm inputs and outputs. Agro-infrastructure includes also irrigation infrastructure of all kinds as well as physical market infrastructure including communication and information technology (ICT) for market information in broadest sense possible.
A free piece of advice
Good politicians are not necessarily good experts in a number of areas such as economics. It is a free advice to political parties in general and their NECs in particular to solicit inputs of experts in key national issues so as to have better understanding of issues. .

Uchunguzi wetu umebaini kuwa polisi walifika nyumbani kwa Fundikira saa 10 usiku wiki iliyopita lakini wakaambiwa kuwa hakuwepo, alikwenda kwenye msiba wa ndugu yake mikoani.
“Lakini hata mke wake hawakumkuta na hata walipopigiwa simu, zikawa hazipatikani na inavyoonesha wamepata fununu za kutafutwa na polisi hivyo kujikuta katika hali mbaya kila upende, wa dola na hata jamii,” kilisema chanzo chetu.
Gazeti hili lilimtafuta Kamanda wa Kikosi cha Kupambana na Kudhibiti Madawa ya Kulevya nchini, Godfrey Nzowa na kumuuliza kuhusu madai hayo naye alikiri kujua tukio hilo.
Akasema vigogo wa mtandao wa dawa za kulevya wamejulikana na kilichobakia ni kufuatilia nyendo zao na kuwadaka mmojammoja.
Akizungumza na mwandishi wetu wiki iliyopita ofisini kwake, Nzowa alisema kwamba orodha yao ni ndefu na kwamba Mei 16, mwaka huu kigogo mmoja akiwa na mke wake huko maeneo ya Buguruni Malapa wilaya ya Ilala jijini Dar es salaam walitoroka kwao baada ya kupata taarifa kwamba mfanyakazi wao anayewasafirishia ‘unga’ nchi za nje,Mariam Mohamed Said ,29, amekamatwa.
Kamanda Nzowa amesema kwamba Mariam alikamatwa Mei 16, saa 9 usiku, Uwanja wa Ndege wa Mwalimu Julius Nyerere akiwa na kilo 10 za bangi zenye thamani ya shilingi milioni 12 zilizofichwa kwenye sanduku ambapo mtuhumiwa huyo amedai kwamba amekua akifanya biashara ya baibui.
“Uchunguzi unaonesha kuwa inawezekana isiwe ni biashara ya bangi tu bali hata aina nyingine ya dawa za kulevya wamekua wakisafirisha,” alisema.
Mariam alikamatwa akiwa na bangi mabunda 23 yaliyofungwa kitaalam wakati akijiandaa kupanda ndege ya kwenda Uturuki na alionyesha nyumba ya kifahari ambayo ina chombo maalum cha kunasa picha, CCVT.

AINA moja ya dawa iliyothibitishwa kuwa ni kiboko ya Ukimwi na uwezo wa kuzuia maambuzi ya virusi ya Ukimwi (HIV), imepiga hatua muhimu ya kukubalika kutumika nchini Marekani.
Jopo la madaktari washauri wa serikali ya Marekani wameidhinisha matumizi ya dawa hiyo aina ya Truvada kwa watu walio katika hatari kubwa ya maambukizi ya virusi vya HIV.
Dawa hiyo, Truvada imekuwa ikitumika nchini humo na watu walio na virusi vya Ukimwi tangu mwaka 2004 lakini ilikuwa haijaidhinishwa.
Utafiti umeonesha kuwa dawa hiyo inaweza kuwakinga watu wasiokuwa na virusi hivyo dhidi ya maambukizi.
Truvada ilianza kutajwa na kuandikwa katika vyombo vya habari nchini Marekani mwaka 2010 baada ya watafiti wa serikali kugundua kuwa inaweza kuzuia maambukizi ya HIV.
Utafiti wa miaka mitatu umebaini kuwa utumiaji wa dawa hiyo ambayo ipo katika muundo wa vidonge, ili kumkinga mtu na maambukizi, mtumiaji atapaswa (hasa mashoga ambao wapo katika hatari zaidi ya kupata maambukizi), watatakiwa kumeza vidonge hivyo kila siku.
Utafiti wa mwaka jana uligundua kuwa Truvada ilipunguza maambukizi kwa asilimia 75 nchini humo baada ya kufanyiwa uchunguzi watu ambao ni patna ambao mmoja alikuwa na maambukizi.
Nick Literski, mfanyakazi katika shamba moja nchini humo ambaye mpenzi wake ana HIV alipofanyiwa utafiti kwa mwaka mmoja aligundulika hajapata maambukizi na alikuwa akilipa Dola za Kimarekani 40 (T sh. 64,000) kwa mwezi, bei ambayo imeonekana kuwa ingefaa kutumika.
Hata hivyo, sasa dawa hiyo inauzwa kwa dola za Kimarekani 900 (Tsh. 1,440,000) kwa dozi ya mwezi mmoja na kwa wale ambao watanunua kwa mwaka itawabidi watoe dola za Marekani 11,000 (T sh.11,600,000) hivyo kusababisha taasisi moja nchini humo iitwayo The AIDS Health Care Foundation kupinga gharama hizo na kudai kuwa ni kubwa mno.
Inakadiriwa kuwa watu milioni 1.2 nchini Marekani wana maambukizi ya HIV.

Shemtumba alisema siku hiyo ya tukio Mazengo alifanikiwa kuwakuta chumbani Juma na Angelina baada ya kupata taarifa saa 6 mchana kutoka kwa wapambe kuwa shemeji yake huyo alifika nyumbani hapo na kuendelea kujivinjari na mpenzi wake(dada mtu).

The United States will host the G8 Summit on May 18-19, 2012 at Camp David in Frederick County, Maryland. President Obama looks forward to welcoming G8 leaders to the Presidential Retreat to discuss their shared economic and strategic objectives.
About Camp David
Camp David is the U.S. Presidential Retreat. Located in Catoctin Mountain Park in Frederick County, Maryland, Camp David has offered Presidents an opportunity for solitude and tranquility, as well as an ideal place to host foreign leaders.
Construction of the facility began in 1935 by the Work Projects Association as the Catoctin Recreational Demonstration Area Project and was opened as a camp site to federal government employees and their families three years later. President Franklin Roosevelt renamed the retreat Shangri La after the fictional Tibetan mountain kingdom in 1942. The buildings on the site, including the main lodge, were remodeled after the Roosevelt winter vacation home in Warm Springs, Georgia. In 1953 President Eisenhower renamed the retreat Camp David in honor of his father and grandson, both named David.
Since 1942, Camp David has been used by every American president as place to relax among family and friends and to tend to business outside of Washington. Camp David has also been used extensively to host foreign dignitaries. Prime Minister Winston Churchill of Great Britain attended the first such meeting in May of 1943.
About the G8
What is the G8?
During the 1970s, the United States, France, the United Kingdom, Germany, Japan, and Italy formed the Group of Six (G6) as an informal grouping of advanced industrialized economies that would meet annually to discuss matters of political and economic significance. Canada was added in 1976 to form the Group of 7 (G7). In 1997, Russia joined, creating the Group of 8 (G8).
The European Union also participates in the G8 and is represented by the Presidents of the European Council and the European Commission.
History
During the early 1970s, the United States held a series of informal meetings with financial officials from the United Kingdom, West Germany, Japan, and France to discuss economic challenges facing advanced industrial economies. In 1975, French President Valéry Giscard d’Estaing invited the heads of state and government from these countries and Italy to Rambouillet, France for a summit to discuss the oil crisis and economic recovery. That meeting – the first G6 Summit – released in a fifteen point declaration and agreed to hold an annual summit under a rotating presidency among the members.
The following year, Canada was invited to join the group for a summit in Puerto Rico under the presidency of the United States, forming the Group of Seven (G7) in 1976.
In 1977, the President of the European Commission was invited to attend the meeting. The President of the European Council now regularly attends as well.
Russia began to engage in separate meetings with G7 leaders in 1994 and formally joined the group in 1997 at the invitation of U.S. President Bill Clinton and U.K. Prime Minister Tony Blair. The group then became the Group of Eight (G8) as it is known today.
Presidency
The G8 Presidency rotates among the members annually. The nation holding the presidency hosts the summit.
In 2012, the United States will host the G8 for the sixth time. Previous U.S.-hosted summits were held in Dorado, Puerto Rico in 1976, Williamsburg, Virginia in 1983, Houston, Texas in 1990, Denver, Colorado in 1997, and Sea Island, Georgia in 2004.

Why Vladimir Putin Would Skip the Washington G8 Summit
The Russian leader's decision not to attend the major diplomatic event could be a bad sign for Obama's "reset." During a telephone conversation with Barack Obama last week, Russian president Vladimir Putin cited the need to complete formation of a new cabinet of ministers to excuse himself from attending the Group of Eight summit at Camp David. It's hard to see his refusal to participate in the world's most prestigious meeting as anything but a rolling back of the "reset." Putin's gesture exposes not only his deep dislike of fancy conferences lacking substance but also his uneasiness about relations with the United States.The White House repeatedly invited Putin for a visit during his prime ministership. Last summer, a high-ranking official told me that after an invitation by the president and vice president, the Obama administration was working out the details of Putin's visit to America. But he did not come.
Some expected to see Putin at the NATO Chicago summit, scheduled for May 20-21, but he has refused, to the consternation of the NATO secretary general Anders Fogh Rasmussen. President Obama even moved the location of the G-8 summit to Camp David (from Chicago, where it had been planned alongside the NATO summit) to avoid putting the Russian President in an awkward situation. But Putin still is not coming.
When Obama called to congratulate his Russian counterpart on his new post, Putin regretfully informed the American president that he would be unable to attend the G-8 meeting in Camp David but that Dmitri Medvedev, his sidekick, would replace him. The explanation was that the urgent pressure to form a new cabinet makes it impossible for him to leave Russian.
Few buy the diplomatic excuses. First, the fact that the new premier will be absent from the country during his cabinet formation suggests Putin's enduring power and Medvedev's irrelevance. Secondly, as Medvedev himself announced in September 2011, the power swap between the two politicians was preplanned, and Putin probably figured out the composition of the new government long before the inauguration.
Now, it turns out that the Russian president's first state visit will be to China. That is hardly surprising, given Putin's emphasis on developing a de facto alliance with the rising giant. His further travel is likely to be to former Soviet CIS states and Germany, providing a clear indication of Russia's foreign-policy priorities. My guess is that Putin wants to emphasize relations with Beijing and does not want to waste time on pomp and ceremony. Medvedev can easily substitute for him at the ceremonial affairs, but when it comes to serious business--such as huge oil and gas deals--Putin's presence is unavoidable.
Of course, continuous protests in Moscow also could have curbed Putin's desire to leave the Kremlin walls, lest his departure send a wrong message. It is hard to leave the farm, especially if the boss has to appoint the cabinet himself. He may also remember the palace coup against Nikita Khrushchev while the latter vacationed in the fall of 1964.
The December 2011 Duma elections' unflattering assessment by international and domestic monitors, criticism of the fairness of the March 2012 elections, and detention and sentencing of opposition figures such as Aleksei Navalny and Sergei Udaltsov, as well as over four hundred demonstrations, also could result in unpleasant questions at the summit by Western media and attending world leaders.
There is yet another reason for Putin's absence. Obama's inability to make foreign policy commitments during the election period might have further eroded the rationale for Putin to hobnob with his American colleague. Obama himself was caught explaining his current inflexibility to then president Medvedev in the open-microphone incident at the recent Seoul nuclear summit.
It helps that Medvedev and Obama developed cordial personal ties, eating burgers together in the DC suburbs last summer, which Obama does not have with Putin. Even though Obama might be just as happy to see Medvedev at the summit, Putin's moves may still provoke consternation in the White House.
Red Alert
For Washington, Putin's doubts about the G-8's capacity to accomplish anything significant and his close relations with China should turn on the red light with regards to the hallowed U.S.-Russian "reset" policy. The Russian president seeking concessions from Obama on the ballistic-missile-defense issue is not what the Obama reelection campaign wants to hear. White House rhetoric notwithstanding, the Russian president's refusal to come to Camp David may signal that the once-celebrated "reset" might be in trouble.
Putin made no attempt to hide his dissatisfaction when U.S. national-security advisor Tom Donilon was in Moscow, bringing with him Obama's multipage memo to Putin about deepening U.S.-Russian ties. Putin said Russia would consider this path only if the United States views Russia as an equal partner. First, Putin said, Washington should provide written guarantees that U.S. missile-defense installations in Eastern Europe are not aimed at Russia. Since few expect the United States to satisfy Russia on this, Putin's absence from the summit is hardly surprising.
Either way, Putin's decision to stay home is bad news for the "reset" and for Obama. While there are many issues that require cooperation between Washington and Moscow--including nonproliferation, Iran, Syria, Afghanistan and Russia's WTO entrance-- boycotting the summit is stressing the negative. And it could be a sign of worse things to come.
